Qualifications and Requirements:
For appointment to this grade, a candidate must have: (i) served in the grade of Director of Information/Public Communications, Job Group ‘S’ for a minimum period of three (3) years or in a comparable and relevant position in the Public Service; (ii) a Bachelors degree in any of the following disciplines: Mass Communications, Journalism, Public Relations, Communication Studies, Media Studies/Science and Photojournalism from a university recognized in Kenya; OR a Bachelors degree in any Social Science with a postgraduate Diploma in Photojournalism, Mass Communication, Journalism, Public Relations, Communication Studies or Media Studies from a recognized institution; (iii) a Masters degree in any of the following disciplines: Mass Communications, Journalism, Public Relations, Communication Studies, Media Studies/Science, Corporate Communications, Photojournalism and International Relations from a university recognized in Kenya; (iv) attended a Strategic Leadership course in a recognized institution; (v) a clear understanding of National Development goals and the role of management of Information and Public Communications in the achievement of the same; and (vi) demonstrated leadership and professional competence as reflected in work performance and results.
Responsibilities: 
Duties and Responsibilities An officer at this level will be responsible to the Principal Secretary for providing overall leadership and management in the department. Specific duties and responsibilities include: (i) formulating, reviewing and implementing policies, strategies and plans on Information and Public Communications; (ii) conducting research on Information and Public communications matters and developing appropriate interventions; (iii) providing advice on emerging trends in media; (iv) inculcating professional standards and ethics in the Information and Communication Sector in line with the Constitution of Kenya and Vision 2030; (v) liaising with other information and Public Communications entities on cross-cutting issues that need to be centrally disseminated to the public; (vi) providing oversight and direction in monitoring and analyzing media content in order to enhance national security, peace and cohesion; and (vii) promoting public participation and coordinating public private partnerships in the two technical departments.

Specific duties and responsibilities include: (i) providing strategic leadership in Children Affairs in the Country; (ii) developing, reviewing and implementing policies, strategies and programmes relating to Children Development; (iii) interpreting and implementing the Children Act, 2001; (iv) being the Secretary to the National Council for Children Services; (v) liaising with line ministries in establishing strategic linkages with development partners and stakeholders; (vi) resource mobilization for the management of children services; and (vii) managing human, financial and other resources in the department.

(iii) a Bachelors degree in any of the following disciplines: Land Surveying and Photogrammetry, Geomatics, Geomatic Engineering, Technology in Geomatics, Technology in Geo-informatics, Geo-spatial Engineering or Philosophy in Technology (Survey) from a university recognized in Kenya; (iv) been a full member of the Institution of Surveyors of Kenya (ISK); (v) attended a Strategic Leadership Course in a recognized institution; and (vii) demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to land survey function. NOTE: Possession of a Masters degree in any of the following disciplines from a university recognized in Kenya will be an added advantage:- Land Surveying, Land Management, Cartography, Photogrammetry, Photolithography, Geomatics, Geomatic Engineering, Technology in Geomatics, Technology in Geo-informatics, Geo-spatial Engineering, Geographical Information System (GIS), Urban/Regional Planning, Geodesy, Hydrography, Environmental science or Information Science.
Responsibilities: 
Duties and Responsibilities An officer at this level will be responsible to the Director of Surveys for planning, directing, controlling and coordinating technical and administrative activities. Specific duties and responsibilities include: (i) developing, reviewing and implementing policies on surveying and mapping; (ii) undertaking research of new and emerging Land Surveying technologies; (iii) maintenance of the following Surveys: national and international boundaries, cadastral, adjudication, sub-divisional scheme, photo control and engineering (iv) undertaking astronomical, gravity and magnetic surveys; (v) preparing and publication of plans, maps and charts; (vi) providing guidance on standardization and certification of survey equipment; (vii) monitoring and evaluating survey and mapping activities; and (viii) preparing and submitting technical and administrative reports of the division to the Director of Surveys.

Responsibilities: 
An officer at this level will head a Division at the headquarters or may be appointed to serve as Secretary to the Hotels and Restaurants Authority. Specific duties and responsibilities include: (i) developing, implementing and reviewing tourism policies and procedures; (ii) liaising with relevant government departments in carrying out monitoring and evaluation exercise on tourism projects and programmes; (iii) conducting tourism demand forecasting; (iv) developing and promoting domestic and international tourism; (v) managing tourism marketing facilitation programmes pertaining to international organizations; (vi) implementing bilateral and multilateral tourism agreements/protocols; and (vii) formulating Divisional Work Plans, financial budgets and strategic plans related to tourism.
