CORD RESPONCE TO JUBILEE OVER EUROBOND GRAFT

For about a month now, we have asked very specific questions and sought very specific answers about the Euro Bond loan. In a bid to run away from the questions, Jubilee MPs, in typical tradition, tried to bury the matter by returning to the campaign of mass lies and propaganda spread by 50 MPs. It is our position that questions we have been asking on behalf of the people of Kenya do not require a crowd of hysterical MPs.
We directed the questions at one man, the President of the Republic of Kenya Mr Uhuru Kenyatta, for two reasons. Firstly, because he is the CEO of the country and the buck of accountability to the people of Kenya stops with him.
But secondly, and more importantly, he is the one who gave Kenya Eurobond and even held a press conference and issued statements telling Kenya how Eurobond was the solution to their problems.
President Uhuru Kenyatta is therefor personally responsible for the Eurobond controversy and must clear it. No number of Jubilee MPs can shield him from this responsibility.
Our questions remain.
We want the President to show Kenyans the infrastructure projects that the Euro Bond money funded. Kenyans must be shown the roads and or any other infrastructure whose construction was financed by the Euro Bond money.
We also want a value for money audit that verifies the expenditures and projects funded Ministry by Ministry. In simpler terms, we want the President to explain how each ministry that received Euro Bond money spent it and show the projects the money was spent on. This should be simple. We fail to understand why the President has a problem with showing Kenyans where the money was spent.
We have demonstrated in our various communications on this matter that the government has understated domestic borrowing for FY 2014/15 by Ksh.140 billion, from Ksh. 250 billion to Ksh. 110 billion in order to accommodate all the Ksh. 250 billion Eurobond in its budget accounts.
This is mischief and desperation meant to hoodwink the public. Without the understatement of domestic revenue, the Government’s accounts will not balance.
The foundation of our demand is that it is inconceivable that so much money, over and above the other resources, could have been spent on infrastructure in one year that we cannot see. This money could finance the equivalent of eight new Thika ‘superhighways; in other words, Thika Superhighway all the way to Mombasa. We also want the President to explain the contradictions of his officers over this money.
In the beginning, The National Treasury told us that all the monies have been accounted for and there was nothing to investigate. Last week, Mr Rotich himself changed tune and said he has no information.
He told anti-graft agencies that he has given ministries that benefited from Eurobond cash a three-week ultimatum to file reports on how the money was spent.
The Deputy President told us that a desk has been set up at the Treasury to answer all the questions on Euro Bond. It turns out there is no such desk and there are no answers.
The DPP had earlier given 10 days to his officers to investigate Euro Bond and report to him.
The EACC has also claimed that it is investigating the matter. We are talking about agencies of the same government. This fumbling and the contradictions clearly indicate a sustained effort to cover up for the thieves. This is what they did when we raised alarm over theft at NYS. It is not new. It is just a confirmation that Jubilee has stolen the Euro Bond money. Jubilee defended Anne Waiguru. Jubilee defended the Galana Irrigation project. In both cases, the theft we talked about is now clear to all.
For once, let Jubilee fight for the people of Kenya and stop siding with the thieves in high places.
